Note: While the Azerbaijan adoption program is technically open, in March 2007, the U.S. State Department advised caution in light of "serious and recurring difficulties."

In 2008, U.S. citizens adopted approximately 5 children from Azerbaijan. Children available for adoption include boys and girls between the ages of 6 and 18 months, as well as older and special needs children. These children reside in orphanages.
Travel required: Two trips, both (if married) travel; first trip is approximately one week’s duration; during the second trip (approx. two weeks) the adoption is finalized.

Singles accepted: Yes
Other: Azerbaijan has no published age and marital status restrictions. Visas are processed in Tbilisi, Georgia. Post-placement reports are required for up to three years.
